VITAE
Kurt Priessman is a retired Master Sergeant whose professional
experience included 20 years in the United States Air Force
from 1970 to 1990 and sixteen years as a Civil Servant. He
performed duties as a Military Working Dog Handler in
Southeast Asia until forced to cross-train. He spent the
remaining part of his career in the 27100 Air Operations
career field, assuming increasing responsibilities culminating
in his becoming Superintendent, Host Base Operations Resource
Management Systems at Myrtle Beach AFB, South Carolina, and
Davis Monthan AFB, Arizona running integrated mainframe
subsystems that provided critical information to the Pentagon
and managing the assignments of forty-six personnel. Other
duties included Wing Resource Advisor for the 354 TFW and
355TTW. He validated all computer requirements, performed
system certifications and risk analysis, and evaluated systems
security. He tested, recommended, and approved hardware and
software purchases in excess of $50,000 annually and managed
personal computer and terminal inventories in excess of
$1,000,000. He also performed duties such as COMSEC/OPSEC
Officer, Disaster Preparedness and Mobility Officer, and
Career Advisor for non-commissioned officers.
MSgt Priessman spent eight years and 9 months in PACAF in
Thailand, Okinawa, and the Republic of Korea. His military
duties took him to places such as Bangkok, Sattahip, and
Pattaya, Thailand, Hong Kong, the entire Ryukyu Island
(Okinawa), Clark AFB, Philippines, Anderson AB, Guam, Midway
and Wake Islands, Hickam AFB, Hawaii, Tokyo and Yokota AB,
Japan, and the South Korean peninsula from Kunsan to Pusan and
from Taegu to the DMZ (Camp Casey). Service medals include the
Meritorious Service and Commendation Medals, the AF
Outstanding Unit Award w/Valor w/3OLC, the Good Conduct Medal
w/4OLC, the National Defense Ribbon, two bronze service stars
for the Vietnam Service Medal, the Korean Defense Service
Medal, and the Republic of Vietnam Gallantry Cross w/Palm, the
AF Overseas Short Tour Ribbon w/2OLC, the AF Overseas Long
Tour Ribbon w/1 OLC, and the AF Longevity Service Award
w/4OLC. While on active duty, he earned a Bachelor of Arts in
Business Administration (BA) from Saint Leo College and a
Masters Degree (MBA) from Golden Gate University.
Additionally, he gained certification as a Certified Public
Manager (CPM) from Arizona State University. He retired on
July 31, 1990 as the 355th Tactical Training Wing Resource
Advisor.
Mr. Priessman worked as a Budget Analyst for the Department of
Health and Human Services, Public Health Service, Indian
Health Service often as Financial Management Officer,
submitting annual budget requests, allocating and executing
operating budgets, and reporting status for a fifty three
million dollar budget including billing and collection of
seventeen million dollars in Medicare, Medicaid, and third
party private insurance receipts. His expertise in financial
systems and medical programs, including healthcare contracts,
appropriations law, and federal regulatory requirements made
him the choice to implement HIPAA electronic transactions,
Medicare Part D and many other Business Office requirements.
Mr. Priessman is now a Disabled Veterans Advocate who analyzes
current legislation’s impacts on Veterans of all wars and the
operations of the Department of Veterans Affairs.
