“I will veto such a three-bill pileup,” Bush said today. “Congress should pass each bill one at a time in a fiscally responsible manner that reflects agreement between the legislative branch and the executive branch.” Of the 12 spending bills under consideration on Capitol Hill, the VA and Defense bills are the only two Bush said he would sign into law. Bush disagrees with the funding levels in the remaining bills, which are a combined $23 billion above his spending request.
The $150 billion Labor bill, which also funds the Health and Human Services and Education departments, is the largest of the 12 and is $9 billion above the president’s request. Lawmakers had hoped combining it with bills funding the president’s top priorities — defense and wounded warrior care — would force his approval. But instead Bush called the move bad policy and accused legislators of not supporting the troops. “We want to sit down in good faith and come up with a bill that is responsible because Congress has been unable or unwilling to get its basic job done of passing spending bills,” he said. Shortly after the president’s remarks, Senate Majority Leader Harry Reid, D-Nev., said he would send at least one spending bill to the president by Nov. 16, when the current resolution continuing funding at 2007 levels expires. He was noncommittal as to the success of such a tactic. “Some say that no matter what we send him, he’s going to veto it, and that may be the case. I don’t know,” he said. The House has passed all 12 of the spending bills, while the Senate has only passed seven. Among those the Senate has yet to consider is the financial services and general government bill, which includes a measure granting a 3.5 percent pay raise to all federal employees. -------------------------
